There's a Qdoba not far from me (just over the border from West Philly), and it's fine, though I wouldn't call it (or any other burrito chain "Mexican"). And I'd say it's on a par with Chipotle, certainly not a "rich man's version" of.
The phrase "Mexican fast food community" is ridiculous in this context. Neither the food nor the community is Mexican. I suspect that in a real "Mexican fast food community" not much English is spoken and no establishments called Chipotle or Qdoba are patronized.
