I need a good starter set of knives that will not empty out my bank account but will also not completely suck. Do you have any recommendations?

Avoiding my work, I'll weigh in: First, do not buy a set. They're all crap. Just get the blades you need for the things you cook most -- you can do fine with only a chef's knife, a good parer and a serrated knife. Spring for a Wustof for the chef's knife; it's a lifetime investment (mine is 27 years old and like new). I've even taken it on vacations in shared houses but I can't cook without it. Get a steel for it, too, to keep the edge. You can cheat on the parer; Kuhn Rikon makes a superb one for $10. And my crappy, no-brand serrated knife is still slicing through bagels and tomatoes after nearly 3 decades. If you still have money, spring for a Chinese/Japanese cleaver. They're not expensive and make chopping super-easy.

I agree with singles. If you have a NY kitchen you don't have room for a set anyway... Go to a good kitchen shop and they'll have a bin of discontinued knives. Is the broadway panhandler still in business? Fishes eddy? Zabars has a good kitchen department. You need a chef's knife or Suntoku, a parer and a bread knife. Don't pay extra for a red german sticker... ask the clerk whether the knife is good. Since you didn't get the set, you'll need a steel and/or a stone. If you need a place to put them, try good magnetic tape.

Don't ask me. I do most of my cutting and chopping and slicing with a set of steak knives that came in a wooden block that my parents received as a gift when I was a teenager, nearly three decades ago. And they work just fine.
